YS Jaganmohan Reddy - All properties attached by ED.



Now AP Government armed with "Special Courts Act 2016", recently signed by President, will impound all these attached properties and Jagan will get ejected out from his Hyderabad & Bangalore Palace homes, his media houses, cement plant etc. He will be virtually on streets left with pre-2004 meager properties, benami properties and hidden cash. This reminds me of a saying "He who wishes to be rich in a day will be hanged in a year - Leonardo da Vinci" and how much true this is in Jagan's case. This taint will not only effect Jagan and his family members now but generations ahead also will also be effected later.

The morale is that it is not worth making money illegally & immorally  and run into troubleslike Jagan.

He lives in a nice neighborhood in a house that is much larger than he needs, but he is not required to do any upkeep. If he makes a mess, someone else cleans it up.

He has his choice of luxurious places to sleep.

He receives these accommodations absolutely free.

He is living like a King, and has absolutely no expenses whatsoever.

All of his costs are picked up by others who go out and earn a living every day. I was just thinking about all this, and suddenly it hit me like a brick in the head.......

Britain votes to exit European Union (BrExit)




The historic and unexpected voting by Britons to exit EU is probably the effect of getting tired of globalization, which only benefited rich & famous, industrialists and businesses to expand their empires at the expense of labour class.The voter turnout was 72%, the highest in any British vote in the past few decades. The outcome of the referendum shows that Britons were very angry with open borders facilitating inflow of immigrants.

Brexit Impact on UK:
  1. Brexit could be the beginning of disintegration of EU.
  2. Britain, world's 5th biggest market can't be ignored, and EU countries will have to negotiate bilateral trade agreements.
  3. "EU exports  to UK" are much less than the "UK exports to EU" hence could attract retaliatory tariffs on UK exports to EU.
  4. British pound cheaper by 30-35% after referendum, holidays and shopping in UK cheaper now.
  5. UK will face investment withdrawals and economy spirals down leading to higher unemployment.
  6. Lower immigration likely to hurt UK economic growth.
  7. UK will experience higher taxes and less spending.
  8. Imports getting expensive impacts consumption.
Brexit impact on India:
  1. In short term, India gets adversely effected like other parts of the world.
  2. Indian companies head quartered in EU & UK will get adversely impacted.
  3. Indian Rupee gets weakened.
  4. Consumer inflation likely to go up.
  5. Risk aversion across all asset classes.
  6. FPI (Foreign Portfolio Investors) outflows might get accelerated.

Amaravati - Should it be a world a class city?

 

Undivided Andhra Pradesh, a prosperous state, was senselessly & forcibly bifurcated in 2014 by Congress for hidden political reasons, with capital city Hyderabad, state's assets, revenue & employment potential and budget surplus was given to Telangana State and residuary AP without capital, meager revenues, almost nil employment opportunities and budget deficit of  Rs.16,000 crores in the first year was left out. The Act contained only promises without any dependable help from center. However, with strong agriculture base & entrepreneurial aptitude and hardworking nature of people, AP produces more and consumes less and growth is natural & inevitable.

Chandrababu Naidu planning and proceeding with new Capital adjacent to vibrant city Vijayawada was a right step. But his vision to construct a world class capital is unnecessary for a deficit state with many more higher priorities. All we need is good capital with infrastructure for effective governance and growth. Large capital region with master plan is an excellent idea and growth should be in accordance with plan for promoting employment, non-polluting and revenue earning activities.

State Govt can obtain money in only three ways ... (1) Taxes (2) Borrowings and (3) Central Grants. Any other way is wrong, unethical and unconstitutional.

Chandrababu Naidu acquiring land in the name of "Land Pooling" for Capital Amaravati is in fact state doing real estate business is unethical & wrong. The right method is to identify land and acquire it, in 5 phases of 5,000 acres each, and pay compensation as per statutes. For the capital all that is needed is to construct Raj Bhawan, Assembly & Council, High Court, Secretariat , Offices & Quarters and some more land for public utility purpose like Convention Center, Guest Houses etc and for institutions to come up later. All put together, 10,000 acres would be sufficient but 25,000 acres would be splendid. We don't need to build iconic structures with Singapore help. We can have decent, economic, efficient buildings. Iconic buildings should be limited to Raj Bhawan, Assembly & Council, High Court, Secretariat and 5* Hotels only. No wastage of money through extravaganza. In India, we have enough expertise to undertake this activity. Thinking of competing with Hyderabad, Bangalore & Chennai is futile. In fact we should fall back on these cities. For building capital Amaravati we could obtain financial help from Center, borrow at low interest & long term loans from HUDCO and World Bank.

Vijayawada & Visakhapatnam should have direct daily flights to Singapore, Hong Kong, Dubai & Muscat with onward connections to the world and domestic daily flights to Delhi, Mumbai, Kolkata, Chennai, Bangalore & Hyderabad to begin with, so that nation and the world is connected and that boosts trade, businesses, IT & tourism. IT should be developed in about 2,000 acres and attract small companies, mainly from NRI's from AP to begin with.  Film City is another option.

We should never forget Government's first duty is safety & security of citizens, efficient administration and development as a continuous process. Businesses through PSU's in critical areas only.


HC suspends 11 Telangana judges


Telangana Judges agitating in the streets and abstaining from duties is in gross violation of code of conduct of judges, and High Court suspending them is perfectly correct. In fact, HC has no other option. The learned Judges & Advocates must understand things in proper perspective. Where nothing can be done, nothing will be done.

There is such thing called "Telangana Judges" and "Andhra Judges". Whenever cadre bifurcation takes place, irrespective of reasons, it is the right of the every employee to opt his choice. Consideration on the basis domicile is illegal and untenable. It is the duty of the center to ensure after cadre bifurcation, post staff from surplus side to the deficit side till future vacancies arise in surplus side. No additional posts shall be allowed to be created burdening exchequer.

AP Reorganization Act 2014, which was co-authored by KCR, is as reproduced below:

"30. (1) On and from the appointed day,––
(a) the High Court of Judicature at Hyderabad shall be the common High Court
for the State of Telangana and the State of Andhra Pradesh till a separate High Court
for the State of Andhra Pradesh is constituted under article 214 of the Constitution
read with section 31 of this Act; ..."

KCR and Telangana Judges & Lawyers have to wait until debt ridden AP recovers financially and construct new capital with High Court and Judges quarters which will definitely take few years. Center will definitely not amend the Act for such a non-consequential matter unless AP also agrees.

Why would AP agree for a separate High Court in Hyderabad in lieu of Common High Court and do favor to Telangana who keeps on abusing day in and day out? Also there is no provision for two high courts within the territory of one state.

Also, AP will surely insist resolution of KRMB (Krishna River Management Board) matters and sharing of common institutions matters etc to be settled ahead of High Court matter.

KCR threatening Center, which had no role in this matter except at the end of process, with dharna at New Delhi will only boomerang on his face. A state CM threatening Center in this manner is unprecedented and is counter-productive.

Hope better sense will prevail in KCR, who is also shrewd politician.

One should remember that in a democracy like India, there are many grievance redressal forums available and trying to settle matters in streets is unacceptable nonsense. Constitution, laws and procedures are supreme than sentiments. If sentiments are that sensitive & strong then amendments must be moved, support mobilized for approval rather than shouting in the streets.

Dear Mike:

Enclosed is the item I mentioned (with which goes a torn up IOU). I could stop here but I won't.

You've heard all the jokes that have been rousted around by all the "unhappy marrieds" and cynics. Now, in case no one has suggested it, there is another viewpoint. You have entered into the most meaningful relationship there is in all human life. It can be whatever you decide to make it.

Some men feel their masculinity can only be proven if they play out in their own life all the locker-room stories, smugly confident that what a wife doesn't know won't hurt her. The truth is, somehow, way down inside, without her ever finding lipstick on the collar or catching a man in the flimsy excuse of where he was till three A.M., a wife does know, and with that knowing, some of the magic of this relationship disappears. There are more men griping about marriage who kicked the whole thing away themselves than there can ever be wives deserving of blame. There is an old law of physics that you can only get out of a thing as much as you put in it. The man who puts into the marriage only half of what he owns will get that out. Sure, there will be moments when you will see someone or think back to an earlier time and you will be challenged to see if you can still make the grade, but let me tell you how really great is the challenge of proving your masculinity and charm with one woman for the rest of your life. Any man can find a twerp here and there who will go along with cheating, and it doesn't take all that much manhood. It does take quite a man to remain attractive and to be loved by a woman who has heard him snore, seen him unshaven, tended him while he was sick and washed his dirty underwear. Do that and keep her still feeling a warm glow and you will know some very beautiful music. If you truly love a girl, you shouldn't ever want her to feel, when she sees you greet a secretary or a girl you both know, that humiliation of wondering if she was someone who caused you to be late coming home, nor should you want any other woman to be able to meet your wife and know she was smiling behind her eyes as she looked at her, the woman you love, remembering this was the woman you rejected even momentarily for her favors. 

Mike, you know better than many what an unhappy home is and what it can do to others. Now you have a chance to make it come out the way it should. There is no greater happiness for a man than approaching a door at the end of a day knowing someone on the other side of that door is waiting for the sound of his footsteps.

AP Bifurcation 2014 - Aberrations


Prior to April 2014
  1. AP Reorganization Act 2014 was promulgated by Parliament while the draft bill was rejected by AP Assembly.
  2. The draft bill didn't have the financial details annexure.
  3. In AP, while Telangana agitated for bifurcation, Seemandhra agitated for united AP simply because capital city Hyderabad is in Telangana which is precious to all for many reasons. While Telangana without Hyderabad is unimaginable, Seemandhra without Hyderabad is unthinkable. The situation is that for continuation of united AP, Telangana has to agree and for bifurcation Seemandhra has to agree, both are untenable. Sri Krishna Committee has rejected all the reasons raised by Telangana as just reasons for bifurcation. 
  4. Bifurcating the state together with capital city, as per the wishes of the agitating region, was unprecedented. 
  5. Sonia Gandhi and Congress at Center has masterminded AP Bifurcation with inclination (or a sell out to TRS) for political gains in the forth coming general elections 2014.
  6. There was no detailed discussion in LS or RS.
  7. The voting conducted was by voice vote, even though there is no restriction on speaker, which commonly used for simple bills or moving amendments definitely not for crucial bills affecting lives & aspirations of crores of people. 
  8. Prior to voting in LS,  cc cameras switched off, lights went off, agitating Seemandhra MP's were rounded off and beaten by other Congress MP's to prevent them reaching well and voice vote conducted inflicting gross injustice to Seemandhra.
  9. While KCR was shown the draft bill and modified as per his wishes none from Seemandhra was taken into confidence while drafting the bill.
  10. Even Supreme Court refused to intervene to stall the unjust bifurcation of AP.
  11. Ironically, Pranab Mukherjee, who as Central Minister & heading the committee for AP Reorganization sat on the issue for five years without preparing report, has signed bill as President and promulgated the AP Reorganization Act 2014 turning Nelson's eye to the injustices meted out to Seemandhra by Sonia Gandhi.
After April 2014 ( AP Reorganization Act 2014 passed)
  1. Capital was not mentioned in the Act.
  2. Hyderabad was named as common capital with only safety & security aspects were made the responsibility with out detailing the procedure. Consequently AP Administration has to remain at the mercy of Telangana Police which is unimaginable. Even Union Home Ministry didn't enforce this clause leaving Seemandhra people at the mercy of hostile Telangana people. Hyderabad has 35-40% population from Seemandhra region along with their properties and businesses. 
  3. The Seemandhra territories of erstwhile Andhra state prior to AP formation in 1956 namely Bhadrachalam division, Alampur and Munagala were not reverted back to Seemandhra. However all mandals of Bhadrachalam excluding the town with Temple were reverted to AP by ordinance prior to appointed date by BJP government due to implication in Polavaram project submergence and R&R issue.
  4. All assets with in the AP state were allocated to TS & AP based on geographical locations while liabilities & assets outside the united AP territory were to be shared in proportion to population. Ironically all the loans during last 15 years were taken for Hyderabad city and Telangana projects. No projects worth while came up in Seemandhra region. This resulted in all assets to TS and 52% liabilities to AP.
  5. AP Bhawan, New Delhi was bifurcated for sharing between TS & AP. Now KCR demands that TS is the legal heir of Nizam's estate and AP Bhawan is part of Nizam estate and AP should be ejected out of AP Bhawan.
  6. Nagarjunsagar Dam was given to Telangana state and Srisailam dam was given to AP state for O&M. The funny part is that NS Right Canal head works located in Seemandhra region was given to the control of TS where as Srisailam pumped storage plant in TS was not given to AP. This has resulted indiscriminate release of water by TS for power generation. At the same TS didn't honor the KRMB decisions for releasing few TMC of water for drinking water purpose citing Hyderabad pumping will get effected due to poor levels.
  7. While clearing Polavaram project, Brajesh Mishra suggested that since 80 TMC of Godavari water gets diverted to Krishna Delta, 15 TMC should be given to Maharashtra, 20 TMC to Karnataka and balance 45 TMC water should be utilized at projects upstream NS Dam. Meaning 45 TMC water could be utilized at Srisailam by pumping to TS on left side and to Rayalaseema on right side in united AP state since Polavaram would be built by AP funds. Now Polavaram is a national project wand its completion is at least 8 years away. In the meantime AP Govt completed temporary Pattiseema LI project to pump Godavari waters into Polavaram right canal (which was almost completed). Pattiseema will get dismantled once Polavaram get completed. Neither Center nor TS contributed any money for Pattiseema project. TS claiming share in 80 TMC Pattiseema waters in ridiculous and untenable. Pattiseema water has no utilization down stream and will get emptied into Bay of Bengal.
  8. Funny incident ... GHMC asked AP Secretariat in Hyderabad to pay Property Tax. AP Chief Secretary asked them to clarify whether AP Govt owns these buildings. If YES, then they will pay. If NO, then they should ask owners of the buildings to pay taxes. So far no reply from GHMC.
  9. With the past two years bitter experience with TS, AP asked KRMB to take over all Krishna projects NS Dam and upstream to manage and release water as per rightful shares. TS refuses demanding down stream projects also. Needless to say down stream projects in no way effects upper riparian state TS. Spineless Center keeping mum and watching tamasha at the expense of AP.
  10. AP was assured special status for period of 5 years at the behest of BJP, by then PM Manmohan Singh prior to passing of AP Reorganization Bill 2014. BJP demanded for 10 years and assured that they would come into power and modify it to 10 years. Since the bill was already passed in LS and getting amendment passed is difficult, the matter left to Union Govt for follow up action. Subsequently prior to general elections 2014, cabinet approved the special status to AP for 5 years and Planning Commission was asked to facilitate this. BJP after winning elections states that special status is not feasible due Finance Commission's recommendations and Niti Ayog's (in place Planning Commission) guidelines. How can Govt appointed Bodies rule down proceedings of Parliament and decisions approved by Union Cabinet? No answer. In fact Special Status was not asked by any body but BJP themselves only while in opposition. After assuming power, somersault by BJP. Strange! Worse than Congress.

Globalization effects in India

Today we are witnessing 25+ years of economic liberalization leading to Globalization.
There are many advantages and disadvantages.

Advantages:
  1. Technology transfer
  2. Access to developed countries markets
  3. Improved productivity
  4. Improved living standards
  5. Poverty alleviation
  6. Foreign Investments creating jobs for poor
  7. Education increase for jobs with higher skill sets
  8. Increased life expectancy
  9. Easy access to global information & lifestyles
Disadvantages:
  1. Environmental degradation or destruction
  2. Higher pollution with poor regulation of environmental safety
  3. Instability in commercial & financial markets
  4. Increased inequality between rich & poor
  5. Increased external dependency
  6. Export of raw materials, food & oil
  7. Spread of new diseases
  8. Talent migration resulting in decreased skilled labor
  9. Destruction of culture, customs, traditions, identity & own language
  10. Destruction of combined family benefits to elders
  11. Increase in single living, single child & divorce rates
  12. Increase in prostitution, liquor consumption etc
  13. Increase in bad habits among youth
  14. Increase in rape, violence and drug abuse
India with almost 40% people below poverty line, and illiteracy at 40%, globalization benefits are very very limited for these sections of people. The fact that beggars use cell phones is the height of development aberration. Government neglecting Education & Health sectors under lobbying from vested corporate interests, these sectors have become inaccessible for lower middle class & poorer sections. Another ill effect is increase in corruption that has acquired  cultural acceptance leading to social degeneration. With less controls by government, black money generation, over charging for services, non-compliance of laws & regulation by rich & famous has its devastating effects. Chinese dumping their substandard manufactured goods have destroyed our local small & medium size industries. 

In conclusion, globalization benefits are fully enjoyed by rich, famous, educated & skilled people (about 40% of population) while disadvantages are more or less borne by all equally. Where as its ill effects are hurting poor & illiterate and people in agriculture, rural avocations (60% of population) very badly. Even after 25 years of liberalization our governments haven't done any thing for ensuring passage of these benefits to these under privileged people except making some paper laws.

Gandhi's advise to Nehru on assumption of office of first Prime Minister of independent India is paraphrased as "Whenever you set up to sign a paper as Prime Minister, think about common man on street & peasant in field and if beneficial to them sign it otherwise think about it". which was long forgotten and today successive governments follow the opposite. Gandhi also advocated for "Sarvodaya" which truly means "Simultaneous upliftment of all sections of society" was never given a thought by all our rulers in independent India. Today if any body talks about Gandhian principles he will be looked at as a pervert.

Today,  our Government is by the rich, for the rich and of the rich. This is very much against the principles of democracy to provide equal opportunities to all without any discrimination and is in violation of Constitution of India.



Inflation Control - RBI's primary Responsibility.

Inflation control with in the limit of 3% per annum is the primary responsibility of Reserve Bank of India (RBI) while discharging its responsibility of managing the nation's monetary system.

  • Higher inflation hurts common man & wage earner's living standards very badly.
  • Inflation  effectively transfers wealth from savers to borrowers.
  • Savers lose their hard earned money while borrowers & spenders gain with effective reduction of their liabilities.

Corruption results in unbridled spending by ill-gotten wealth earners evading taxes, boosting prices of essential commodities and breaking rules & procedures with impunity. Uncontrolled corruption results in crony capitalism, nation turning into a banana republic* and consequently a state of anarchy. As long as Corruption remains a low risk and high profit activity it will grow like a demon.

Today in India, every public spending includes elements of corruption of at least 40% and another 20% towards inefficiency & mismanagement and retards nation's growth and development. During last 30+ years, corruption has grown in leaps and bounds and acquired public acceptance. 

While RBI's focus is on inflation control mainly by limiting the cash availability in market, Ministry of Finance (MoF) focuses in making cheap capital easily available for industries & businesses who in turn fill their coffers with taxes and generate jobs and thus works with conflicting goals. Every decision of RBI & MoF has opposing effects, posterity is the best judge and nothing could be done then except issuing soothing press statements. This is reflected by Finance Ministers utterances "I have no magic wand", in the past by P.Chidambaram.

In USA, the Government provides enormous social & financial security for its senior citizens and thus their banking system paying near zero interest on savings & deposits and very low interest on commercial lending can't be emulated in India because here Govt of India provides near zero social & financial security to senior citizens and they are largely dependent on interest income earned on their life time savings. Doing so will result in degrading our culture**.

Ironically, our government talks about limiting the inflation with in 4% because crossing that limit will result in downgrading our economy by international rating agencies will result in capital out flow rather than their national duty. They focus on reducing or withdrawing subsidies being enjoyed by poorer sections rather than controlling expenditure, eliminating corruption & wastage and restricting incentives to capitalists.

*   Banana republic refers to a unstable country whose economy largely depends on exporting a limited resource product.
** Culture of a person / society / government is the way they treat their weaker sections, women, children , old people, handicapped & minorities.

KCR Claims AP Bhawan for Telangana

We all  know that Telangana State was carved out of Andhra Pradesh as per AP Re-organisation Act 2014 and apportionment of assets outside the territory of Andhra Pradesh was defined in Article 48 as reproduced below:
48. (1) Subject to the other provisions of this Part, all land and all stores, articles and other goods belonging to the existing State of Andhra Pradesh shall,
       (a) if within the transferred territory, pass to the State of Telangana; or
       (b) in any other case, remain the property of the State of Andhra Pradesh:
Provided that in case of properties situated outside the existing State of
Andhra Pradesh, such properties shall be apportioned between the successor States on the basis of population ratio.

Incidentally, the AP Re-organisation Act 2014 was also co authored by KCR also, he himself boasts of it. AP Bhawan was bifurcated accordingly.

After full two years in power, KCR the CM of Telangana State makes a fancy claim on the AP Bhawan in New Delhi citing the fact that it was actually Nizam's property prior to independence and TS is its legal heir and AP should be ejected out is unsustainble, untenable and legally invalid, which he, his secretariat and his legal pundits know very well.

In the backdrop, KCR always aroused sentiments for diverting the attention of people from teething issues owing to his hidden motives, inaction & failures. So far he was successful. Now opposition parties are using same weapon in "Mallanna Sagar project displaced people's rights" and he is finding himself at the receiving end and he brought this card out. 

In the past two years, KCR had continuous political successes in decimating opposition parties by winning bye elections & municipal elections and encouraging defections, he had very few successes and saddled with many failures on development front. Almost all his projects are "white elephants" which consumed too much capital and returns very less to exchequer making Telangana heading towards a debt ridden state in coming years. So far Hyderabad city is saving face of KCR as CM and Telangana as a State.

On other hand, AP even though saddled with few assets, huge liabilities & budget deficit and facing huge task of building capital, institutions and employment opportunities is slowly limping mainly due to its strong agriculture base despite Center's cold support due to vision and leadership of N.Chandrababu Naidu even though some of his projects are too much to swallow. New state AP needs to understood and grow step by step steadily rather competing with other metropolitan cities focusing more on good governance and citizen's needs.

KCR will do better if only he restores harmony with people of Andhra Pradesh by eliminating sentimental friction and recognizing their rights as citizens of India. Sentiments based wins are temporary but wisdom based wins are long lasting. Otherwise scarce resources and energies will get consumed in fighting between two groups of Telugu brothers and achieving nothing. Tolerance & Co-operation are the keys.

In case KCR is so sentimental about AP Bhawan to Telangana only, the only way is to negotiate with AP CM Chandrababu Naidu and offer fair compensation so that AP CM could obtain approval of AP Legislature and transfer it to Telangana. Even Centre and SC would be of no help to him in this matter.  However this would also require some kind of path of reconciliation on his part on all the pending bifurcation related sharing issues, not AP Bhawan issue in its singularly.

My farewell day message to young colleagues


My dear young friends,

THANK YOU ALL FOR LOVE & AFFECTION REFLECTED IN THE SCINTILLATING FAREWELL PARTY GIVEN TO ME ON THU NOV 26, 2015.

Today, I am laying down my office after 9+ years hassle free stint here and 37+ years working in life and taking retirement. I carry no ill will and cherish memories.

I have few suggestions
ØFollow ethics and do right things.
ØKnow your responsibilities and priorities i.e. nature, community, work, family & self in the same order.
ØFocus on work life balance. Work efficiently and spend quality time with family, relatives & friends, on continuous basis.
ØPractice all good traits like honesty, punctuality, truthfulness, discipline, law abiding etc, in letter and spirit, for lasting happiness.
ØMake sure that your thinking, talking and doing are consistent with each other.

Finally, I may be excused for any unintended offences.
